A strong professional workforce of midwives, educated and regulated to international standards and fully integrated into the health system [1,2], is critical for delivering high-quality sexual, reproductive, maternal, newborn, and adolescent care [3,4].Scaling up the quality and quantity of the midwifery workforce is one important strategy for expanding such care [3–6].
